Icarus Incorporated developed the methodology and instruments to carry out this research in five tribal agencies and six Frontier Regions (FRs) of FATA region.

Northern FATA: Bajaur, and Mohmand

Central FATA:  Orakzai Agency, Frontier Region (FR) Peshawar, and FR Kohat

Southern FATA: South Waziristan, FR Bannu, FR Lakki Marwat, FR D.I. Khan, and FR Tank

The purpose of the study was to obtain data on various aspects of rule of law including but not limited to the following:

a)      Knowledge of FATA residents on various institutions dispensing justice, their rights, and the law,

b)      Perception and attitude towards various institutions dispensing justice in FATA

c)      Access to institutions dispensing justice, constrains, financial and emotional costs of justice dispensation.

d)      Satisfaction with ROL institutions

e)      Trust in ROL institutions

f)       Rule of law index to track scores over time

g)      Demographics

h)      Policy level recommendations

A Quantitative survey of 2400 population size was conducted during the tenure of this project.
